Summary :
Luxembourg has for the first time applied the newly adopted constitutional provisions on the state of crises, due to the global Covid-19 pandemic. This article analyses its application in relation to Article 15 of the European Convention on Human Rights, which Luxembourg has not triggered during this crisis.
